Dear Mr. Funk:
This is further to your amended request under the Access to Information Act dated October 20, 2005 and received on October 24, 2005 for the following records:
"In the letter of the Prime Minister Jean Chretien dated May 9, 1994 to the Honourable David 0. Dingwall it states "Treasury Board Secretariat in consultation with your Public Works Department and the Privy Counsel Office is revising government policies to reflect cabinet decision on polling, advertising and communications. These changes will then be considered by the Treasury Board ministers.
(1) In reference to part 1 of the original request I require the names of the Treasury Board Ministers for each year from 1994 to 2005.
(2) The name of the Ministers in the Ministry of Public Works and Government Services yearly from 1994 to 2005.
(3) The Minister or Ministers responsible for the Privy Council Office from 1994 to 2005.
(4) The Cabinet Decisions with reference to polling, advertising and communications from 1994 to 2005.
(5) The Decisions of the Treasury Board Secretariat in consultation with Public Works and the Privy Council Office in revising Government policies to reflect the Cabinet Decisions from 1994 to 2005.
(6) The Decisions sent to the Treasury Board Ministers for consideration and approval from 1994 to 2005.
(7) The names of the Ministers on the Treasury Board and their departments.
(8) The policies approved by the Treasury Board from 1994 to 2005
(9) The Minutes of meetings from the above proceedings of Ministers from (1) to (8).
(I shall expect you to provide all documentation from all Ministers and their departments including those of the Treasury Board as requested above).
I require also the following:
(1) The Ministers under (1) to (9) above to provide the budgets for each year from 1994 to 2005 for:
(c) communications. The review and list of expenditures for (a); (b) and (c) above and the Ministers comments and review of expenditures 2 to 3 times a year by Ministers in (1) to (9) above together the spending budget and whether the spending targets were met.
As well all
(1) Approvals made for polling, advertising, communications by Ministers of the Treasury Board Budgets and expenditures together with minutes in relation thereto.
(2) Copies of the Main Estimates for polling, advertising, communications in relation to the Cabinet Document from 1994 to 2005.
(3) Require the Ministers department to provide the actual expenditures made by his department, the name of the recipient, the amount of the cheque, from what budget and the name of the project covering between $250 million to one billion dollars."
We are proceeding with consultation(s) and therefore require an extension to the original 30-day time limit pursuant to paragraph 9(1)(b) of the Act. I requested information, regarding full particulars of Ministers and departments with reference to the financing of the Sponsorship Program from 1994 to 2005 where already one of the thieves who stole 2 Million + - and has been not put in jail but given 2 years probation by a federal government paid judge in Quebec. Cozy arrangements the ghost government has with appointed judges.
