I SHALL EXPECT CRIMINAL CHARGES TO BE LAID AGAINST ALL MINISTERS SET OUT HEREIN INCLUDING PRIME MINISTER JEAN CHRETIEN AND PRIME MINISTER PAUL MARTIN INCLUDING IMPEACHMENT OF PRIME MINISTER PAUL MARTIN. This letter refers to your request received on October 7, 2005 pursuant to the Access to Iaformation Act concerning the following records:
"In the letter of the Prime Minister Jean Chretien dated May 9, 1994 to the Honourable David O. Dingwall it states "Treasury Board Secretariat in consultation with your Public Works Department and the Privy Counsel Office is revising government policies to reflect cabinet decision on polling, advertising and communications. These changes will then be considered by the Treasury Board ministers"
Please provide me with the minutes of these ministers and departments with regard to the government policies in 1994 and any changes by the ministers to 2005.
"The same minister will also be responsible for reviewing the advertising and polling expenditures of departments 2-3 times per year, to ensure our spending target is met".
Please provide me with all financial statements from each department placed before the ministers and all cheques made out to prove to the ministerial committee that they are meeting their obligations to the ministers and the people of Canada. Please provide me with these documents from 1994 to 2005 together with a listing of all cheques made out by Treasury to these departments from 1994 to 2005."
This office cannot proceed with your request until clarification is obtained on the following:
Our understanding of this part of the request is:
"You are seeking access to copies of Minutes of Meetings taken or in the possession of the department and Ministers with regard to the government policies in effect on May 9, 1994 and changes considered to the policies by the Ministers/Department on polling, advertising and communications policies and copies of changes to the policy for each year since 1994 to 2005. Copies of Minutes of Meetings that were held by Treasury Board and PCO with PWGSC or between themselves, if we have copies." Please confirm that this interpretation of papt 1 of the request is correct. Perhaps you should also consider sending a request to the Treasury Board Secretariat for these records as they may have copies of Minutes of Meetings.
Regarding part 11 of your request, it is our understanding that you are seeking access to advertising and polling expenditures of all departments that were presented to the Treasury Board Minister's by the Treasury Board Secretariat.
If our interpretation above is correct, please be advised that there are no financial statements prepared by departments and no cheques are issued to departments, the money is allocated in the Main Estimates. Each department should have the actual expenditures on advertising and polling and a report that was sent to the Treasury Board Secretariat for presentation to the Treasury Board Ministers.
Perhaps you should consider sending a request to the Treasury Board Secretariat since all the reports prepared by every department were sent and received by the Treasury Board Secretariat for presentation to the Treasury Board Ministers.
